Looking for suggestions on TRAINING MANUAL DEVELOPMENT SOFTWARE programs that are easy to use, able to capture screen data, add notes and comments to the images and can link manuals so that they automatically update when changes are made.

We are a free medical clinic staffed by volunteers. We use an Electronic Health Records (EHR) system to track patient encounters. We need a way to create training manuals for our different volunteer positions which includes their particular interaction with the EHR system. I would like the manuals to be "electronically linked" so if we had to update one set of instructions it would autopopulate all the other manuals with the same information. I would also like the ability to have the manuals offered online as well as a downloadable option.
